I can not turn on the "background app refresh" and I need to turn it on to use one of the apps that I have. I have tried simply trying to turn it on, but the phone doesn't give me the ability to do so. I have also tried updating my phone, turning it on and off again, and going to "Screen time" -> "Content and privacy restrictions" -> "Background App Activities" -> "Allow"

Is your battery icon yellow (meaning the phone is in low power mode)? Background App Refresh is turned off in low power mode.
