in Password & Security-> Two-Factor Authentification-> Trusted Phone Numbers list ONLY mine and my husband's numbers.
However, verification codes go to my daughter's phone, not mine.
it started happening when i set up my daughter's new phone. (we do have family sharing)
how can i fix it?

Did you take your phone number off her Apple ID?
is her phone number listed on her apple ID? yes
is my number listed on her apple ID? yes
sorry, my number was not on her apple ID, it was a trusted number.
but no, i didn't take it off. it's still a trusted number.
she has her own apple ID with her own name and login credentials.
after 3 attempts with apple support the solution is:
get daughter's phone (a feat in and of itself)
log her out of her Apple ID, turn off phone, turn on phone, login to Apple ID again.
Settings> tap name up top in Apple ID, iCloud section> scoll to bottom, tap Sign out>enter Apple ID password to confirm
shut down
power up
Settings> tap name up top in Apple ID, iCloud section> login again
verification code goes to my daughter's phone
