not all my music on my laptop is showing on my iphone 11.
I have match and sharing. I wonder if this is that my laptop is windows pc?

Welcome to the Apple Support Communities. I know how important it is to ensure you're able to access your music on all of your devices. It sounds like some of your music that you see on your PC isn't showing on your iPhone.
Generally speaking, you should be able to access the same content whether your library is housed on a Mac or PC. Have you verified that Sync Library is turned on for both devices? You can check under Settings > Music on your iPhone, and under Edit > Preferences > General on your PC: Turn on Sync Library with Apple Music
