Live Photo does not work

I have a brand new 'out-of-the-box' iPhone 11.

Software is up To data -> iOS 13.4.1

Will not show live pictures.

I can take a live picture from the new iPhone but if someone sends me a live pic, it does not move.

IF they send my imessage - hold down on said pictures to see the live.
