Can I use an Apple TV to stream from Apple Music? I want to use the iPhone as a remote and essentially play music like in the Music app, but coming from the Apple TV instead. Bluetooth streaming has too short reach in my home.

Yes, you can AirPlay music from your iPhone to an Apple TV (2nd generation or later).
Or, you can even use the Apple Music app on the Apple TV (4th generation or later) without using your phone, if you want.

I want to stream from the Apple TV, controlled by the phone.
You can use the Apple TV Remote app on your phone, but the navigation will be on the Apple TV screen. Just the buttons and the currently playing track can be seen on the phone.
And I want it to keep playing if the phone goes out of range.
Then AirPlay from the phone is not an option.

That is currently not supported. Using the Apple TV will turn on the TV.
You may want to look at HomePods instead.
