Camera not working in apps

The cache on the phone was reset, and now photos / the camera cannot be accessed through any app. When the enable button comes up, you are unable to click it. When you try to allow access through settings, those options are not available to set (I attached a screenshot of this below) It's like this for every app, including those we need for online school!
