Is Noise Control submenu only available on Catalina?

I don't see a Noise Control submenu on my Mac volume control for my Airpods Pro. Is this only available on Catalina? I'm running Mojave.

how to set personalized special audio on macOS Ventura? how can I set personalized special audio of AirPods Pro 2 on MacBook pro M1 Max with macOS Ventura? There is no solution for set it up by mac; at least I didn't find anything about it. Is it possible to do on mac?? And one more think; I can just change volume with touching my AirPods not any more, I press and hold but it doesn't work when it is connected to mac. Is it normal?

Yes, it is new in Catalina.
