Voicemail call failed
I tried to place a voicemail call on iPhone 6+ , but voicemail call failed. Is it because that voicemail call can’t be placed on wifi, as i was connected to wifi and not to cellular data connection?

Are you able to make other calls? If not, please check this help article:
If you can't make or receive calls on your iPhone
If other calls work, please check if your device needs an update for the carrier settings. This article will help you:
Update your carrier settings on your iPhone or iPad
You can try to toggle WiFi off temporarily to see if you can make the call. WiFi typically should not prevent you from being able to call voicemail.
If you still are unable to get your voicemails, please contact your cellular provider and have them check the voicemail connection.

To update carrier settings please do the following:
If there is no update available you will not get a prompt in Settings to update.
If the carrier settings are fully up-to-date, please reach out to your cellular provider and have them take a look at your voicemail.

Thanks a lot sir, I read an article, given in link that you shared, on “update carrier settings”. It was written, “If you insert a new SIM card into your iPhone or iPad, you need to download the carrier settings for your new carrier”. Can you please help me on how to download new carrier settings as I changed my sim recently. Thanks for your support.
