See this document If your Apple ID is locked or disabled https://support.apple.com/en-us/HT204106 "If you or someone else enters your password, security questions, or other account information incorrectly too many times, your Apple ID automatically locks to protect your security and you can't sign in to any Apple services.

If you use security questions with your Apple ID, or if you don't have access to a trusted device or phone number, go to iforgot.apple.com. Then you can unlock your account with your existing password or reset your password. After multiple unsuccessful attempts to unlock your account, your Apple ID will remain locked and you can try again the next day.”

If you are being told there isn't enough information to reset them, contact Apple ID Support.

If you don't know the answers, if the steps in the article below don’t work, contact Apple ID Support, although I’m not sure they will be able to help.

Apple ID - If you forgot the answers to your Apple ID security questions.

From the article below.

Without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account. These policies are audited and reviewed on a regular basis.

If necessary, if you are the original owner, contact Apple ID Support. Apple Support will need to see the original purchase receipt with the serial number/paperwork.

If your getting a message that your account is locked try the email option and birthday and then security questions. Apple support will walk you thru those things. If you don’t have access to the email or the recovery email and can’t answer birthday/security questions, Apple won’t be able to either. Having a receipt and serial number does not help with being locked out of your Apple ID because of password issues. The receipt and serial number is only good if you have a device that is on activation lock, and don’t know the Apple ID that was logged into that device.

You have to have access to the email or the birthday you used when you set the account up. I see a lot that when people set accounts up they use a different birthday especially if they are younger then 18. Maybe you used a different birthday year when you set the account up. No matter what tho you have to reset password if it shows your account is locked for security reasons. Good luck.
