I don't know about the CPU operating temps for the 2019, but for the 2016/17 models the operating temps range from idle temps of 40C/45C maybe even 50C depending on the third party items which launch at boot/login. Running an app will usually cause CPU temps to rise to 50C - 70C on average, but temps can go as high as 90C to 100C when the laptop is working hard.
The fan(s) will run faster to keep the CPU running below 100C. If the laptop is pushing the CPUs to full load and the fan(s) are at maximum speed, then the CPU speed will be throttled until the laptop's cooling system is able to lower temperatures enough to allow the CPU to run faster again. These are just my personal observations monitoring several of our organization's MBPros using Macs Fan Control.
You can always run the Apple Diagnostics to make sure the temperature sensors and fans are working correctly.
Keep in mind the CPUs are very powerful and create a lot of heat and Apple laptops are extremely thin making it hard to keep the system cool. Apple laptops tend to run & feel hotter than many other competitors.
