iPad Pro: Logo keeps flashing after update

As of yesterday my mothers iPad stopped working. Every time she accessed an app it would crash, her emails weren't loading etc. It told her that there was an issue with a network update, so I tried to do an update in the Settings app but it would crash.

I finally managed do an update with my computer using recovery mode but now all I have is the Apple logo flashing in 30 second intervals. I can't even get it to go to recovery mode anymore. I can turn it off but when I turn it back on the same thing happens.

My Apple Store is closed because of you know what, so thats not an option. What do I do now?

The initial step is a forced-restart of the iPad - as this often resolves isolated or unexpected issues:

On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
On an iPad with Face ID: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.

If your iPad doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen.

If this doesn’t resolve the problem, we can move on to more invasive recovery measures.

Okay, having eliminated the preliminary checks, I suggest that you conduct a DFU restore. Here is a link to an excellent description of the procedure:

You’ll obviously need either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).

Unfortunately that doesn't work. The iPad turns off but when I turn it back on the logo still flashes and it doesn't go into restore mode it just turns off.
