Verification code inaccessible

My daughter dropped her phone in the lake. I gave her my old phone. I went and got a new SIM card. I’m trying to sync all her info from her iCloud acct but it requires a verification code. Her device is at the bottom of the lake and unable to get the verification code. It doesn’t give me another option/phone number to send a code to a different phone number. What can I do to resolve? How can I get her iCloud info to sync with new phone without a verification code?
