Cookies on safari

My school uses Duo security to login to university apps and such. I used to be able to check the "Remember me for 7 days" button but now it won't let me and says that I need to enable cookies. I went to Safari>Preferences>Privacy to make sure that "block all cookies" was unchecked but it still doesn't work. Has anybody been through this and know of a solution. It works when I use chrome but I prefer Safari because of handoff. This problem started when I started deleting files from the computer specifically cache by using the terminal. If this was the problem, what should I do to fix it? Note: This problem is now on all of my iCloud devices, so I turned off safari for iCloud but that didn't resolve anything.

Thank you so much, I unchecked cross site tracking and it works! I'm not going to mark this as solved because I hope Apple Support can try to fix this since it used to work with prevent cross site tracking enabled

Try going to Safari/Preferences/Privacy and uncheck Prevent cross-site tracking. Quit/reopen Safari and test.

Also see, others are seeing the same thing. It seems to be a bug in the newest Safari 13 version.

Block cookies is off but being limited by… - Apple Community

Try another browser until the problem is fixed.

Firefox        10.9 or higher

Opera Browser        10.9 or higher

SeaMonkey      10.9 or higher8

Waterfox          10.8 or higher

You can also try Safari Technology Preview If running Mojave or higher. Go to Safari/Preferences/Advanced and check Show Develop menu in menu bar. Go to the Develop menu and select Get Safari Technology Preview. Open from the Applications folder.
