I just bought an Apple Watch series 5, set up as a new watch. I went to look for the ECG app, and had to find it the hard way. Both iPhone and watch are updated to the latest firmware and this is the message I get. Any ideas? Located in the USA

For the ECG app to work on your watch the ECG app has to be approved by;
1. the government of the country in which the watch was bought and
2.the government of the country in which you reside.
