my MacOS has password protected and FileVault turned on as well. my Mac Pro will automatically turn off if I haven't entered my password for awhile like 15 minutes. Does anyone occur this ? or it is some kind of secuity if you don't login then T2 or MacOS will turn the mechine off?

this setting is to apply when you successfully login your MacOS. I am referring to the login page where you need to input your password. if I haven't input my password for awhile, the Mac Pro will turn off.
Your Mac is operating as expected.
If you want to use a Mac with an encrypted disk, enter your password and log in.
That setting is here:
System Preferences > security & Privacy > General
[√] require password [ 15 minutes ] after sleep or screen saver begins
