Unable to pair new iPhone 11 Pro Max to iPad Pro

OS is up to date on both, Bluetooth is on and in discoverable mode for both, I’ve rebooted both. I can see each device on the other device but it will not pair. On the iPhone, I get “Pairing Unsuccessful. Pairing took too long. Make sure iPad is turned on, in range, and is ready to pair.” On the iPad, “Pairing Unsuccessful. Make sure iPhone is turned on, in range, and is ready to pair.” I have them right next to each other. Help!
