Numbered headings in Pages?

Do you want Tiered Numbers in a list?

Example:

The tab key will create a sub category (or a sub-sub category).

Shift tab will "Promote" a category.

Use the return key to start a new list item.

Use shift return to create a new line within a list item.

In Pages, click on the Help menu and type tiered numbered list.

Choose Format lists in Pages on Mac

That will take you here:

Click on Format a list to see this:

You can "Create a hierarchical list style" (scroll down) or click on the blue link "Create a list automatically".

I do not think that Headers and Footers are relevant to your original question. There are page headers and footers (top and bottom of a page), and table header and footer rows (top and bottom of a table). I really think that Tiered Number Lists are what will work for you.
