how to turn on geolocation

I turned off geolocation on iPad. At the moment I can’t to turn on it again. All geolocation is off. Also I can’t touch button. It doesn’t move and get to green

oh... my English terrible. Sorry. But I need help

Problems with weather app The iPhone doesn’t show me the weather as it doesn’t see my geolocation. I tried to reload my phone, to turn off and turn on the search of geolocation, to delete and to download the app again, but all in vain. Please, explain to me the reason of the problem.
