unable to activate update required

I restarted my iPhone 7 and after I clicked my country it said that my iPhone could not be activated because the activation information could not be obtained from this device and it also said that update was required to activate.

My daughter had my old iPhone 7 and last week it started not accepting phone calls or allowing her to call out. We took it to the AT&T store today and they could not figure it out. The screen it is on is 'Unable to Activate. An update is required to activate your iPhone. ' but only gives the the option to 'shutdown'. Does anyone have any suggestions?
