Apple Pay “payment not completed”

I recently added two credit cards to Apple Pay. I get the Payment Not Completed “ message when I attempt to order from a website. Same thing with each credit card. Both cards were authorized by the banks and accepted by Apple. What am I missing? Happens on iPad and iPhone.
