Apple Pay & Apple ID issue
I went into the settings app, clicked on the top where my name is, clicked payment & shipping & that comes up.
iPhone 8 Plus iOS 13.4.1
I’m on cellular data does that make a difference?

There have been multiple posts about this problem in the last 2 days. I would try WiFi to see if that makes a difference.
