Your other option at this point is to get a 3rd party software program for your computer and you can connect the phone and download the voicemail. TouchCopy is one that works for Windows. There is a free demo version, but depending on what you want to do, you may need the paid version. The software is from WideAngleSoftware. I have used this in the past with my Windows computer and it works very well. I have no financial interest in this company, I only make the recommendation based on my past experience. It will also handle more tasks than just voicemail.

See this, Save and share Visual Voicemail messages on your iPhone - Apple Support You will need to use email to get it to the PC. If you save it as a voice memo, you can save it to iTunes and get it to the PC that way.
Chris, Thank you! I was able to send it to my pc using your first instructions. I got the hang of it and I've saved 10 voice messages from my deceased sister to my pc. Was in tears thinking I could lose them when I updated to a new phone.
You're welcome. Glad you got it all figured out and were able to save your important keepsakes. Now, just make sure that you have a backup of the computer so they can't be lost from there. You might even think of copying them to a flash drive you can put into a desk drawer.
You first politely explain to you computer why you’re still using an iPhone 5s!😅
Thank you for trying to help. I followed the link in your reply but apparently the iphone 5 is too old to have the options.
Bantuchk, I see why you're rated as a level 1. Being sarcastic is not helpful.
