I cant get my iPhone XR to go after trying to update it hours ago.

I cant get my iPhone XR to go after trying to update the OS software hours ago. I use a PC running Windows 10 and connect to iTunes to do the update. After it failed I tried to restore in the recovery mode but keep getting a message "An unknown error occured (OXE8000065). This has happened several times now. I have restarted the PC and iTunes several times and my router plus tried another cable. All software is up to date for the PC and iTunes.
