Verification required

So basically I wanted to purchase a game on itunes on my phone, and I just recently bought a 30 dollar itunes card and wanted to use it. But, for some reason when I entered password etc it comes up with Verification required and get this I have tried all my cards for a payment method but it doesn't work. So I have basically wasted 30 dollars that i can't even use!? Can someone please help me with this and no my apple ID is not new.
