Airpods and bluetooth

I'm planning to buy a pair of Apple Airpods to use with my iPad. I've read that they are designed to be used with Apple devices. Could they also be paired a non-Apple bluetooth device? I was also considering purchasing a bluetooth transmitter for my Samsung TV. So that I can use them to listen to TV. Will this work?

To follow-up on my original query. I did buy (2nd generation) AirPods. I have paired them successfully with my iPad and Apple TV. But I also want to pair them with the bluetooth wireless audio transmitter I referred to in my earlier post. Here's my question, assuming I can successfully pair the AirPods to the transmitter, can I also go back and use them with my Apple devices?
