my documents and files are in the iCloud Drive folder but for some reason the documents are not sync with iMac recently. Also, "Download" icon in browser also grey out.
Have try Sign off /Sign In cloud on iphone/iMac but the iCloud is still not functioned. Please advise

If you select a file instead of a folder, does the download button work?
Try going to System Preferences/iCloud (Apple ID for Catalina) and stop iCloud Drive syncing by unchecking the box. Wait a couple of minutes, then check syncing. Allow time for the sync to complete.
For the phone, try Settings/Your Name/iCloud and slide off iCloud Drive syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur.
You can try logging out of iCloud, restarting, and then signing back in.

Can not download documents from iCloud drive and it does not sync with iMac also
