My iCloud backup/restore files are nonexistent?

I am trying to recover messages from a 3rd party texting app that I deleted last week. To do this, I am following instructions that are telling me I should restore my former iCloud backups. However, as I am searching on my iCloud account (after signing in on a web browser to view my Account Settings), it appears that I have no iCloud backup files. Yet at the same time my Storage is telling me I have 32.27 GB worth of backup.

I'm not sure if I'm doing this correctly. I'm not very familiar with the whole process. But it's as if my iPhone has not backed up any files to iCloud at all, even though I thought it automatically does that?
