Contact your Carrier (Cellular Service Provider) The agency who issued the SIM to you as WiFi Calling is carrier specific feature --> Make a call with Wi-Fi Calling - Apple Support

An extract from the above link.

"To use Wi-Fi Calling, you need an iPhone 5c or later on a supported carrier."
