The contacts from my i5c do not appear to be backed up, as I do not see them on the icloud under "contact" when viewing from desktop. I want to make sure everything is there before I reset my new iphone SE again and import to it.

How can I get info off my i5c to iphone SE using icloud when none of my contacts appear to be there, in spite of the fact I've backed up the data from my i5c several times to insure it's there? When viewing my icloud account from my desktop, the contacts folder is empty.

iPhone 5c, iOS 10

Do you have iCloud Contacts enabled or turned on on your device?
