Apple Watch will not reset to Factory Setting

I follow the process to reset my watch to factory setting (hard tap on power slide to reveal factory reset), but it still goes back to the locked mode "Device locked. Unlock iphone to start using Apple Watch".


I have a new iPhone that shows I am connected to the watch in bluetooth, but the watch app is not paired and I would have to set it up new.


My old phone is back in my work office and cannot get back there to get it due to Covid19. How can I start fresh with my apple watch?

On a computer, go to iCloud.com and sign in with your Apple ID.

Go to Find Iphone.

Select All Devices, then click your Apple Watch.

Click Erase Apple Watch.

Select Next until the device is erased.

Click the remove button next to your Apple Watch.
