Adding Apple card problem

HI Everyone,
I created new apple ID. after what cannot Add my apple Card.
Removed card from old apple id, signet out from icloud, even removed phone from old icloud
And signed with new ID.
Still same, not gives me to add Card.
Gives me only one option "apply for apple card"
Any suggestion guys or solutions for this situation?
