I have a problem with cutting by the blade tool
As you see, I zoom into the timeline after that I want to cut the frame but a gray area appears and blade works at the first of it!

The gray area is one frame of video. You can only cut video between frames, not in the middle of a frame.
On the nearest frame line. Video looks smooth because of the persistence of vision, which is why you don't see frame lines even when video is only showing a picture every 1/24 of a second. The viewer can't see the difference between frame lines. Most viewers can't see, in realtime playback, an extra frame or a missing frame.
