Without the correct Apple ID and password, Apple devices are usually useless. The activation lock prevents people from using stolen devices.
If you have the original sales receipt with the phone's serial number and proof that you are the owner, Apple may be able to help directly.

Please explain what you are trying to do when you are told the password or Apple ID is incorrect.
