After upgrade to Catalina, my Apple Mail signature window runs off the bottom of the screen. I can't reach the "+/-" and am unable to use the scroll bar or scrolling function to go through them to reach the ones that are off the bottom of the screen.
Deleting all my signatures is not an option.
Are there any fixes for this issue?

Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and and try to reset the box from there. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

It sounds like your screen resolution may be set incorrectly. Check it at System Preferences/Displays and check off 'Default for Display' and see if that works.
mail signature box can not be resized
How can I resize my apple mail signature pane? It runs off screen preventing me from being able to access the + or - signature settings at the bottom.
