iphone 11 stuck on logo after update

Apple support says answer to messed up iPhone on logo screen is to force restart but I've tried multiple times and I does not work. I just got this phone and it said I had to update. I've tried to chat with them but the person left the chat immediately. Now online chat isn't an option. I clicked the option for them to call me. I can feel my phone vibrate but cannot answer bc the screen is frozen. I cannot call them on my old device because I ad already switched it to my "new" phone. They provide no other options for contacting them. I am very frustrated at not only the bug from the update but also the lack of support that apple gives. Now when I click on support it says "error 403 Forbidden"

I just wanted a new phone and now I have to deal with it messing up before I was even able to get onto it.
