Do Not Disturb While Driving Texts

Is there a way to make Do Not Distrurb While Driving send only ONE text message back to the sender. It sends the one you can change in settings and then one that says I'm not receiving notifications but they can type "urgent." I would rather the second text (urgent) not be sent. Can that just be an option in the settings?
