All the Apps that use front camera are crashing. My front camera only works on the Camera app, I am not able to use my front camera on FaceTime, Snapchat, Instagram, Google Duo or Whatsapp. please suggest a Solution.

Since the camera is working in the native app, have you checked Settings>Privacy>then check the apps in question to ensure they have permissions to use the camera? Otherwise check with the app support in question to see about their app issue.

Make sure that you have updated the apps you have listed. Go to the App Store, tap on your picture/name in the upper right corner and ensure that there are no updates for those apps.
also, I have Factory reset the Device Twice already. this issue began after upgrading to iOS 13
