If you have an older iPad and/or older iOS, look in Settings>General for an option called Restrictions.
Tap on Disable Restrictions to turn them off.
It will ask you for a code. If you do not know the code, you need to restore the iPad as new.

I’m very confused. Unfortunately your images are not full- screen captures, so I’ve lost context.
I assume (likely incorrectly) that both your screen shots above show the same device. It’s not clear if it’s your iPad or your daughter’s iPad. I assume all your devices are running current iOS (or iPadOS). And I assume that your first screen shot is from Settings > Screen Time > (something? Maybe App Limits?).
So first you show what I think is from Settlings > Screen Time. Then you say there is no Screen Time. I’m totally confused.
Thank you the problem I’m having is daughter is try to buy more roblox for her game and it won’t allow , as it keeps saying about parental privacy. But every time I try and do it . It shows the screen time to take it off .
First, hopefully you realize how old iOS 10.3 is. The current iPadOS version is 13.5.
I believe back in iOS 10.3, you would find restrictions at Settings > General > Restrictions. There was no Screen Time back in those days.

In-app purchases cannot work without the iTunes Store, which appears to be disallowed.

I suggest starting at Settings > Screen Time > App Limits to check what restrictions have been placed on the iTunes Store.
Thank you I have done that but still it won’t allow for it to work . I have googled and you tube videos which all say I need to go into screen time but the iPad doesn’t have it on there .
What model iPad are we talking about? (Settings > General > About > Model)
What version of iPadOS?

Hi and thank you for your help the iPad is 4th gen and has iOS 10.3 on it and will not allow any updates
I believe you need a newer iPad/iOS, so screen time can't be used on the iPad you have
There will be a setting for it, or it might be an in app setting
What do you mean "it won't allow for it to work".
Are you able to turn off the restrictions?
