Not able to swipe up or turn off

My husbands iPhone 11 is having issues where it will not swipe up, getting frozen & not being able to turn it off. Mine just started doing it today. Does anyone have any ideas how I can get it working again?

OK, let’s go step by step:

  • Press and quickly release the Volume Up button.
  • Press and quickly release the Volume Down button.
  • Then, press and hold the Side button until you see the recovery mode screen.

What happened when you did this? Please describe exactly what you see after this step. And follow the steps EXACTLY, especially the “quickly release” instruction.
