iPhone 11 frozen screen with “Your emergency contacts have been notified” message. How can I re-start? I tried volume up button, the volume down and then help power button but nothing happened. Help!

It sounds like the iPhone may have made a call with Emergency SOS. You can learn more about this and change its settings by using these steps: Use Emergency SOS on your iPhone - Apple Support. To alert emergency services, you press and hold the side button and one of the Volume buttons until the Emergency SOS slider appears.
Since the iPhone's display is frozen, try restarting it using the step at the top of this resource for the iPhone 11: If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support. If it's still frozen after force restarting, there are additional steps to take in that resource.
