New Iphone arrived but couldn’t turn on

Is there any possibility if a new iphone that just arrived from authorized reseller online shop completely empty? The Iphone cann’t turn on and when I charge it, there’s no sign on charging like usual iphone when we plug the lightning. Is it meaning that the Iphone is completely empty or no?
