Create photo book on macbook pro offline?

Hello! Is there ANY way to work on a photo book on my macbook pro while offline? My summers are offline and it's the only chunk of time I have to work on photo books. Thank you for any guidance!

Photobook from Photos Hi Community, Apple have long since got rid of their in-house Photo book creation service and seem to have given the task to Motif. I was doing ok with this but over the last year their interface has changed and I can't upload the book to them directly via their interface (which is accessible through Photos). The process goes right to the end then throws me out during payment. I contacted them and they suggested saving the book out to PDF but the resolution drops and the images shift and actually it's a massive pain in the arse. Does anyone know of a simple alternative to the original iPhoto based photo book creation that ideally works within or with Photos? Why is this so difficult? Thanks for the complication Apple.

I have not tried it, but it used to be possible to create a photo book with Apple's Pages.app, offline, then have it printed by Presto Photos, see: https://www.prestophoto.com/help/Making+a+Apple+Photo+Books+with+Apple+Pages
