iCloud Deleted iTunes Photos

When turning on iCloud Photo Library, you get a message saying that syncing photos via iTunes is not supported and that it will delete all photos on your device that were synced. I clicked yes thinking that a backup would be made. Unfortunately, there were no photos in the Recently Deleted folder in iTunes. I had made a backup onto my PC before I did any of this but after the restore the photos were still missing. Is there any way to recover the photos?
