How do I start my MacBook Air? It goes to Welcome, then country and sticks.

That would likely be because you are in or purchased it in Canada. Try scrolling the list to find the country you want. Scroll up to move down or scroll down to move up. It works in reverse.
Reboot the computer and try it again.
