I have a very unusual issue that happens in my Macbooks (two 15" Macbook Pro)
When it's connected to the internet (especially when the internet connection is poor) it takes too long to start an application and the dock icons keep jumping for about 2 minutes, but it's OK when WIFI is turned off.

Were you able to run the wireless diagnostics tool on your MacBook? If so, what did you find?
You can disable the app opening animation at System Preferences > Dock > Animate Opening Applications to keep them from jumping in the Dock when you start your MacBook, or you can disable them from automatically starting or logging in when you boot up your MacBook Pro at System Preferences > Users & Groups > Login Items.
It sounds like the apps are only doing this when you have a slower connection, so disabling the automatic login and only opening one at a time as needed may allow your bandwidth to focus only where it's needed.

Thank you for reaching out at Apple Support Communities today. If I understand correctly the Dock icons jump when you’re connected to Wi-Fi, but when you don’t have a connection they are still. Does this sound right?
If so, the icons in the Dock generally jump when you have new notifications - or when they are attempting to get your attention. Which ones are jumping specifically? Are you able to open them?

The Dock icons jump when I want to open an application and when I'm connected to the internet, it takes too long to open it.
It happens for the most of apps like Safari, Google Chrome or Photoshop.
