how long to restore MacOS Recovery

Trying to get MacBook Pro restored for resale. Big question mark on screen. Now in MacOS Recovery. How long does this process take as nothing is happening. Cannot use mouse.

MacBook Pro 13″, macOS 10.14

Once the Utility Disc appears, do it click on Command Q to sell my computer or reinstall the MacOs first?? I am sending computer for trade-in.
