My Apple Watch workouts are only getting partial minutes

I have been trying to use my Apple Watch to track fitness and workouts. I can't seem to close my Fitness ring! I keep getting only partial minutes.

For instance, I just went on two bike rides. I started an Outdoor Cycle workout. I rode somewhere for ten minutes, ended the workout, then started another Outdoor Cycle workout and rode back. I checked my fitness ring when I got back home just now and I only have 5 minutes accounted for. How do I get the watch to track this properly? Shouldn't I have twenty minutes?

To earn 1 minute of exercise credit(green ring);

Travel a full minute at a brisk walking pace(3.3 mph approx) or above.

Raise your heart rate to approx 75% of your maximum.

When you're at around or above this heart rate for the entire minute you'll receive 1 exercise minute credit.

If you pause or slow down then you won't get any exercise credit.
