With an iPad and its markup tool, you can easily draw lines and ovals on a pdf.
How can you do to have an exact circle (not an oval) ?

I’m sorry, but I don’t see any way of creating a perfect circle using Markup in iOS on a pdf. There may be an app that is better suited to doing this than what you can do in markup.

Drag on the top or the bottom of the oval at one of the blue dots to stench the oval into a circle.
Grab any of the blue dots, hold the Shift key and drag.
