Apple Watch 4 installation stalls

I recently purchased an Apple Watch series 4 (new). Was unable to complete the initial setup with an iPhone 10. The watch app says it is checking for update and then says your watch iOS 5.3.7 is up to date. Then it just freezes on that page. Spent 1 hour on phone with Apple support and was unable to rectify problem. Apple recommended returning watch which I did. Now have another new Apple Watch series 4 and exact same problem is happening again. It is either an issue with the watch app or my phone. Is there any solution to this problem?
