Block list is full?

I’ve had many iPhones and with all my phones I typically block callers.. whether it’s telephone marketers or guys I’m no longer interested in I’ve successfully blocked them and every possible avenue that iPhone has to offer (FaceTime etc.) now I’m in 2020 wanting to put people on the block list but, I’m not able to anymore. Text messages, phone calls, FaceTime still gets through. Is it possible that the block list can get full and can’t accept anymore til I remove previous blocked numbers ?

Thanks for the further details. Do you have any third-party call blocking or filtering apps installed? If you do, try deleting them and testing again.

Check out: Block phone numbers, contacts, and emails on your iPhone, iPad, or iPod touch. Make sure the steps are being followed correctly. You can also follow "Filter iMessages from unknown senders".

I’ve done everything mentioned in the articles. I believe the phone isn’t working properly.. I’ve removed multiple numbers from the block list and added two numbers and they still got through. I’ve turned off/ on the phone still doesn’t work.
